NEUCHÂTEL SEVEN-A-SIDE RUGBY TOURNAMENT BYE-LAWS
1 REGULATIONS GOVERNING GAMES AND THEIR DURATION
1.1 Each game will be played 7 minutes each way, with the exception of the Final, which will last 10 minutes each way.
1.2 The teams taking part in the Final will be granted a break of at least 10 minutes between their semi-final and the Final game.
1.3 The referce is the only person authorised to decide the actual duration of the games.
1.4 The team whose name is featured first on the programme will kick off; its opponent will choose ends.
1.5 The team will change ends at half-time and, in the event of a draw in the knock-out phase, at the close of each period of extra-time.
1.6 These periods of extra-time will last 5 minutes each; the game however, will cease as soon as one of the 2 teams scores.
1.7 In the event of a tie at the end of the preliminary rounds, the teams will be divided as follows:
a) by the number of tries scored
during the match(es) opposing the teams concerned, then
b) by the number of tries scored in the preliminary rounds, then
c) by drawing lots in presence of the captains concerned.
1.8 Teams must be ready to turn out immediately after the previous game; they will be liable to be declared losers, by 28 to 0 (4 goals) if; when summoned by the referce, they are not present on the pitch
1.9 Derogations to the Rules of the Game:
a) A scrurnmage is formed by only 2 front rows each having 3 players in it at all times.
b) Following a scored try, the goal is automatically granted.
c) After a try or a drop goal or a converted penalty, the ball is kicked by the team which scored
d) The temporary exclusion is pronounced for 3 minutes
2 TEAMS AND PLAYERS
2.1 Each team may nominate a maximum of 12 players. The list of these players must be handed in to the Official Table at the beginning of the Tournament.
2.2 Three substitutions per game will be allowed; they may be made at any time with the referee’s approval.
2.3 A player replaced for any reason may not re-enter the game in duration
2.4 A player sent off may not play again in the Tournament; moreover his team may field only 6 players for the rest of the Tournament.
2.5 A team unable to present 7 valid players will be authorised to Use one player of another team under the following conditions:
a) The player designated as substitote will come from a team already eliminated at this stage of the competition, and
b) This player will continue to play with his new team, and be authorised to do so by the Organisers.
3 MISCELLANEOUS
3.1 Each team must designate a liaison officer whom the Organisers can consult and inform at all times.
3.2 Each team will provide 2 linesmen who will officiate during games not ditectly concerning their team.
3.3 The Organisers reserve the right to disqualify a team which behaves in an incorrect manner on or around the pitch.
3.4 Injuries arising in the course of the Tournarnent, must be covered by the players’ or clubs’ own insurance.
3.5 The Organisers accept no responsibility for theft or damage to property arising during the Tournament.
3.6 For all points not provided here or by the International Board. the Organisers’ decisions will be final.
3.7 The present regulations may be modified at ainy time.
3.8 In case of dispute, the French text shall be decisive.
